I don’t read too much into this. ATF is looking for a win right now after two back-to-back spree killings have made the Bureau look ineffective. If they could get some headlines for stopping an imminent threat from committing another mass casualty attack, that would certainly provide some much-needed good PR.
They also want to gently remind all FFLs not to sell guns to obvious wackjobs.
Perhaps it is the opening salvo in a court-of-public-opinion plan to force FFL’s to get liability insurance.
