No one-load-fits-all type of thing but…
Varget is getting rave reviews and my own experiences are bearing it out (the 45.5 gr. seems best). Sierra MK’s are first choice for the bullet end of things. Dont use Rem brass, its sloppy. Im rather taken with Hornady’s new SST bullets in .308..theyre a nickel cheaper per bullet than a Ballistic Tip but seem to shoot just as well.
So:
a 165-168 gr. Sierra or Hornady SST in a non-Rem case with a 45.5gr. of Varget.
From what I found, “better then mil spec” replicas were selling between $130 – $190 plus shipping, and the patrol pack for ~$35.
This site in California has them for $99 plus shipping.
Ah..gotta be careful..mil-spec is most definitely not the same as mil-surp. I’m talkin’ jen-yoo-wine GI CFP-90.
i’ve also heard that winchester necks are a little loose, had any trouble with them?
Nope. I would think that unless you have an abnormally thin neck wall thickness, the neck should be resized down small enough to hold a bullet with the proper tension assuming your sizing die is within spec.
